Programme Format
Full-time, one-year postgraduate programme (March to February). 4.25 consecutive months of in-person classroom lectures in Rome (March–July), followed by distance learning module, mandatory 500-hour professional internship in home agency/institution, and a final thesis. 13 modules covering procurement law, economics, integrity/anticorruption, negotiations, sustainable & innovative procurement, PPPs. Delivered entirely in English.
Scholarship Covers
  • Full tuition fee
  • Travel costs to/from Italy
  • On-campus living allowance and subsistence
  • Partial coverage of visa fees and essential bureaucratic expenses
Candidate Requirements
  • Be based in Rome for 4.25 consecutive months
  • Be released by employer for in-lecture period in Rome (Letter of Release required as condition for admission)
  • Complete a 500-hour professional internship within home organisation
  • Write a final dissertation as a case study on procurement issues related to own organisation/country/Caribbean region
  • Serve their employer for at least 12 months after programme completion (or reimburse full tuition costs)
Eligibility Criteria
  • Citizen of an eligible country (see eligible_countries)
  • Meet University Admission Requirements: at least 5 years of in-depth experience in a public procurement professional role in a CDB/IDB Borrowing Member Country government or Caribbean regional institution
  • At least a recognized Master's level university degree
  • Proficient in English
  • Demonstrate intention to give back to country/organisation
  • No conflict of interest with CDB, IDB or Tor Vergata University (declaration required)

Submission Instructions
Send to MasterIPPM@caribank.org with copy to Procurement@iadb.org. Submission must include: motivational cover letter, confirmation of eligibility (including no conflict of interest), and updated CV.
Selection Process
Joint CDB-IDB evaluation panel reviews submissions and shortlists up to 6 candidates considering Caribbean member countries of each Bank. Shortlist sent to University of Rome Tor Vergata for further eligibility check and interviews. CDB/IDB and Tor Vergata jointly select two successful candidates.
